Rules for evaluating and monitoring the CAP Strategic Plans
On 6 September 2022, the European Commission adopted Regulation 2022/1475 to establish detailed rules for the implementation of Regulation (EU) 2021/2115, which provides supporting rules for the Strategic Plans (CAPSP) of individual Member States that coordinates with the Common Agricultural Policy (CAP).
EU Regulation 2021/2115 finalizes required objectives for Member States to pursue in their CAPSPs, such as competitive agricultural food sectors and services for young farming businesses.
EC Regulation (EU) 2022/1475 sets the following changes:
1) it requires Member States to create a monitoring committee to annually evaluate their CAPSPs using criteria relating to the territorial scope, type, and uptake of intervention methods, especially at a regional or local level.
2) it requires Ex post evaluations of effectiveness and relevant stakeholders be reported to the Commission by 31 December 2031.
3) It requires Member States to organize an annual review with the Commission following their monitoring committee’s annual performance report.
4) It ensures that the European Commission will create an annual work program of support for Member State authorities, evaluators, and stakeholders, implemented by the European CAP network.
5) It details the scope of componentized data on (i) interventions and beneficiaries, (ii) ratios of permanent grassland established per year, and (iii) innovation projects planned by EIP operational groups required by each Member State. The European Commission will begin approving Member State agricultural plans as they are implemented.
