European Commission regulation on anti-dumping responsibilities placed on China and Indonesia
On 10 October 2022, the European Commission adopted Implementing Regulation (EU) 2022/1924, re-establishing anti-dumping duties on imports of the artificial sweetener sodium cyclamate from the People’s Republic of China (PRC) and Indonesia.
This is a result of an impending expiry of Regulation (EU) 2016/1159. In August of 2015, the producing company Productos Aditivos SA lodged a complaint against the Fang Da of the PRC for dumping sodium cyclamate and causing material injuries; the Commission determined that the group had actively doing so in an investigation.
Subsequently, Regulation (EU) 2016/1159 imposed measures against dumped imports from all groups in the PRC and Indonesia to relieve the price pressure in the European market.
In April of 2021, Productos Aditivos SA requested the Commission to review and reinstate these measures to prevent the resumption of such dumping as it claimed that the EU’s industry prices of sodium cyclamate were undercut by the PRC and Indonesian imports, and that was suspected to worsen should measures expire.
The European Commission agreed with Productos Aditivos’ analysis and determined that it was in the European Union’s interest to maintain these anti-dumping measures, seen in Implementing Regulation (EU) 2022/1924.
